Under the national “dual carbon” goals, the proportion of new energy sources in the power system continues to rise. This study introduces an optimization method for thermal power unit combinations based on chance-constrained programming, aimed at addressing the uncertainties in thermal power unit output and the unpredictability of unplanned outages. This method applies chance constraints to manage the uncertainties of power output and outages, generates scenarios and reduces them to typical scenarios, and embeds deterministically transformed output chance constraints within these scenarios. Additionally, an energy storage system is incorporated into the unit combination to compensate for the power deficits caused by the uncertainties of thermal power and renewable energy outputs like wind and solar. The unit combination model was solved using YALMIP and CPLEX solvers, and a case study was conducted on the IEEE 30-bus system. The results demonstrate that this method effectively reflects the output characteristics of thermal power units under new conditions, optimally balances the output among units, significantly reduces operational costs, and provides valuable insights for future optimization and scheduling of unit combinations under a high proportion of new energy contexts.
