Spatially Explicit Management of Prosopis Tree Invasions in Eastern Africa

Management plans that clearly identify spatial priorities are crucial for effectively managing invasive plant species, such as Prosopis juliflora, especially when resources are limited and optimal policy implementation needs to be ensured. However, developing such plans requires the consideration of multiple spatial factors. This chapter outlines key factors that influence management options and proposes a decision support tool to aid the selection of appropriate management objectives for specific spatial management units while accounting for these factors. This tool consists of four decision steps that incorporate occurrence and abundance of Prosopis tree cover, suitable range for Prosopis invasion, pathways of spread and the presence of significant assets that need protection. By following these steps, 11 specific management objectives, divided into four broad management categories (awareness creation, prevention, early detection and rapid response, and control), can be identified. The tool is intended for participatory processes involving various stakeholder groups in affected areas, as knowledge about the local context is crucial for its effective utilization. Additionally, its ability to support spatially explicit management strategies depends on the availability of reliable and up-to-date spatial data on the distribution and suitable habitat range of invasive Prosopis trees, on potential pathways of spread, and on the location of assets needing protection. Promising solutions exist to overcome two challenges affecting the future utilization of the decision support tool. The first is unmanned aerial vehicles (UAVs) that might be an alternative or complement to satellite-based earth observation to generate information on the distribution of Prosopis invasions. While not suitable for very large areas, UAVs could fill a gap for the mapping of areas up to 100 km2. The second involves spatial modelling in a geographic information system that might be an option to provide quick overviews of the expanse of various management objectives at subnational to national levels.
