Toward energy justice in Argentina

In Argentina, despite the extension of electricity and natural gas networks, a portion of its population and territories still lack access to adequate energy services. These situations are considered energy poverty. The differences in energy availability are linked to spatial disparities. Urban areas experienced faster improvements in the expansion of energy networks, while rural and isolated regions often faced accessibility and cost challenges in expanding the services. However, people with inadequate connections to the networks and/or who are unable to meet their energy needs are also found in urban settings, as a result of low economic resources, inappropriate spatial expansion, lack of service provision planning and infrastructure deficits. To tackle these grievances, the State, private companies and social actors, organize diverse initiatives aimed at improving conditions of energy services. New forms of energy provision and targeted policies may contribute to the equitable distribution of energy to the entire population. This chapter aims to show the existence of energy inequalities in different regions of Argentina and the implementation of measures, programs, and initiatives to provide inclusive services as a way of achieving energy justice, in a sustainable transition framework. By means of secondary sources, such as public reports, and using primary data obtained from field work and interviews, justice challenges in the energy sector are analyzed as well as national- and local-scale experiences in Northern, Central and Southern regions of Argentina, in rural and urban settings. The analysis of territorial experiences sheds light on actions that promote energy justice as a way of counterbalancing injustice situations. It also shows the benefits of the different initiatives and the lessons learned.
