By the time this book is published some of the questions raised in previous chapters should have been answered. It should be clear whether the tension between India and Pakistan has escalated into open hostilities or again subsided into cordial distrust, whether Iraq and North Korea are fulfilling their obligations under the NPT, whether South Africa will or will not accede, what progress is possible in constraining the Israeli nuclear programme, whether Lithuania and possibly other Soviet republics will secede from the USSR, whether START, and CFE are faits accomplis or soon will be. But it is likely that many other questions and issues will still be unresolved, the deep-seated tensions in the Middle East, in South Asia and the Korean peninsula, the future of Eastern Europe and the Soviet Union, the prospects for a CTBT, full acceptance of the Tlatelolco Treaty. In the context of non-proliferation there will, above all, be uncertainty about the prospects for the 1995 conference.
