В статье рассматривается ряд проблем, связанных с формированием, развитием и эффективным применением человеческого капитала в регионах России на примере областей, входящих в Центрально-Черноземный экономический район страны. Особое внимание уделяется анализу процессов, связанных с миграционной политикой, здравоохранением, смертностью в период пандемии коронавируса COVID-19. По мнению авторов, человеческий капитал большинства российских регионов не достиг пока качественных показателей, сопоставимых с развитыми странами мира, и не всегда является решающим фактором инновационного развития экономики регионов и социальной политики. Поэтому модернизация человеческого капитала в период цифровой трансформации, переходу к экономике знаний должна стать приоритетным направлением государственной политики современной России. The article examines a number of problems related to the formation, development and effective use of human capital in the regions of Russia on the example of the regions included in the Central Black Earth Economic Region of the country. Particular attention is paid to the analysis of processes related to migration policy, healthcare, mortality during the COVID-19 coronavirus pandemic. The authors attempted the main components and consequences of its socio-economic policy. According to the authors, the human capital of most Russian regions has not yet reached quality indicators comparable to those in developed countries of the world, and is not always a decisive factor in the innovative development of the regional economy and social policy. Therefore, the modernization of human capital during the period of digital transformation, the transition to a knowledge economy should become a priority area of state policy in modern Russia.
