The Reintegration Process

Reintegration is the final phase of the deradicalisation programme. After the former fighters have been rehabilitated and deradicalised in camps and other centres, the biggest challenge is to reintegrate them into the host communities. After the atrocities they have committed, it is difficult to convince members of the host communities to take them in. To facilitate this process, several governments have introduced compensation and a peacebuilding process to ensure that all parties are included. To avoid the possibility of relapse and recidivism, many governments around the world are formulating a reintegration process that addresses the emotional and psychological issues of victims of violence. This chapter examines various stages, processes, models and programmes for the reintegration of former combatants, including foreign terrorist fighters, around the world. Several reintegration programmes in many countries have been successful in minimising the influence and activities of radical groups, but there are numerous challenges associated with the process, including the risk of a resurgence of violent radical activity and the difficulty of convincing members of host communities to accept the reintegrated ex-combatants. This chapter offers some suggestions on how to implement successful reintegration programmes that are long-lasting and promote peacebuilding.
