High-volume pathways with low rates of biosecurity non-compliance pose a significant challenge to regulators because of the intense effort required to detect biosecurity risk material. As trade and passenger volumes increase, it is unlikely that budgets will be available to maintain current residual risk levels. Profiling allows regulators to achieve a greater reduction in risk with the same resources by targeting interventions (e.g. screening or inspection) towards entities that are more likely to be non-compliant. This improvement in efficiency is enabled by recent advances in automation using statistical and machine learning methods, particularly on high-volume pathways. This chapter introduces profiling and automation methodologies via several examples and discusses how profiling can be used as part of a strategy to drive behavioural change within a pathway. We conclude with a discussion of some common challenges in applying profiling and automation in real-world biosecurity settings.
