In an environment of considerable uncertainty, managing a multitude of biosecurity risks across the pre-border, border, and post-border continuum is an increasingly complex challenge. This complexity, in tandem with uncertainty around the number, arrival, and consequences of threats means that biosecurity will continue to be a wicked problem for biosecurity system managers. While the context in which biosecurity systems operate—increasing urbanisation, varied impacts of climate change, increasing international trade and human movement—is largely out of the control of biosecurity regulators, the tools, methodologies, and critical thinking necessary for the system to adapt, certainly are not! In this book we outline a suite of tools and methodologies, available to biosecurity practitioners, as well as critical decision factors and expertise that must be considered when developing a robust, efficient, and resilient biosecurity system. Many tools and methodologies have been available for some time, but often in disciplines not traditionally consulted by biosecurity agencies or well-represented within agencies (e.g. social science, economics, decision science, evaluation science), and as a result their application to biosecurity has yet to become mainstream or routine.
