This study proposes a MILP model that optimally sizes and dispatches P2G systems to minimize their levelized costs of hydrogen (LCOH). The study quantifies the effect of additional revenue streams on P2G systems’ LCOH, namely revenue from selling the systems’ waste-heat, and revenue from congestion management, where the P2G systems receive payments for preventing curtailment of renewable energy resources (RES). Results show that the LCOH can be lowered by 0.25–0.95 €/kg and 0.35-0.80 €/kg by utilizing waste-heat and payments for preventing RES curtailment, respectively, making hydrogen from P2G cost-competitive to steam methane reforming. Although P2G systems with high CAPEX reduce curtailment, they are not incentivized to deviate from their cost-optimal programs to do so, even when receiving 80 euro per MWh of prevented RES curtailment. In contrast, low CAPEX P2G systems make additional investments to exploit payments for preventing RES curtailment, increasing their efficacy to reduce curtailment and congestion. The results imply that revenue from waste-heat and congestion management furthers the business case of P2G systems and their early adoption in future low-carbon energy systems. Furthermore, current (expensive) P2G systems may be unsuitable for congestion management as their profit maximizing behavior is difficult to steer, but future cheaper projects are suitable.
