In this chapter, the relationship between Mongolia and its two large neighbors, Russia and China, is discussed. Mongolia was a Communist country until the 1990s when it peacefully transitioned to a democratic nation with a free market economy. With this transition, a new “Third Neighbor” foreign policy was approved by the parliament. Through it, Mongolia seeks to maintain balanced and good relations with its two neighbors while building ties with other countries which have values similar to those declared in Mongolia’s constitution: democracy, freedom, liberty, and upholding human rights. This chapter reviews some key aspects of Mongolia’s national security policy, including its nuclear-weapon-free zone status and involvement in international peacekeeping activities. The information and communication technology sector is also considered, along with the outlook and opportunities for the development of satellite communications.
