The tools of biotechnology are so powerful, and their targets so varied, that any attempt at a synthetic definition is doomed. One can emphasize the tools — with sections on recombinant proteins, monoclonal antibodies, gene probes and so on — only to find that many of the applications are identical except for the source of the molecule. Worldwide healthcare reform added a new wrinkle. In Germany, for example, the Structural Reform of Healthcare Act — the Seehofer reforms — imposed a monetary cap on the prescriptions a physician could write in a given year. The practitioner had to pay out of his own pocket for any prescriptions over that limit. Genomic medicine begins with a large-scale inventory of genetic material. This analysis yields the gene or mutation associated with a disease, then follows its spoor through the gene product, protein function, physiological pathway, and cellular system.
