This paper describes a journey reconciling different drivers for the future of the Penzance and Mount’s Bay area of Cornwall, reconciling the need for change alongside sustainable development. Cornwall’s coast is an essential asset and a platform for regeneration and growth. However, with increasing coastal change, intensifying pressures on the coastal environment, associated with increased uncertainty, there is the need for careful, critical thinking about how all stakeholders in a place work together to integrate and optimise all of our spaces and investments to provide vibrant environmental, social and economic outcomes. Cornwall’s Strategy for Environmental Growth underpins this approach. The paper identifies the existing constraints in terms of how, historically, the area has developed, considering the broader scale issues that need to be addressed and highlighting the need to incorporate risk management within the need for broader scale regeneration. In the past, management of defences has been largely one of repair and, being reliant on emergency funding, perpetuating a reactive as opposed to proactive approach to defence, entirely separated from any longer term vision for the area. However, moving away from such an approach throws up its own problems. The paper discusses this, showing how both at the local scale and in addressing the wider issues, the Council has promoted a more inclusive approach, involving the local communities through their Penzance Place Making initiative, involving Planning through the development of Coastal Change Management Areas, and attempting to look to a different future.
