In order to formulate a reasonable time of use (TOU) power price to maximize the ability of users to participate in peak-shaking demand response projects, it is necessary to further study the impact of TOU price mechanism on residents' peak-shaking potential. Therefore, in this paper, first, the power load characteristics of urban residential areas is analyzed and a multi-period load model is established. Then, based on the concepts of self-elasticity and cross-elasticity coefficients of electricity demand for different time periods, corresponding load reduction and transfer models are constructed. Further, the demand response potential of users in each time period is analyzed and defined from the two perspectives of demand response capability and speed. A case study in a residential area in China is implemented. Case study results verified the effectiveness of the presented analysis method, and show that the peak-shaking potential of residential energy use behavior is greatly affected by different TOU power price peak-valley ratios.
