This scientific review, pursuing the objective of analysis, looks at the history of the formation of public policy in the Russian Federation, aimed at reducing psychoactive substance consumption by the population. We submit a set of measures within the framework of two alternative models of optimizing the addiction medical care; one of the above makes it possible to overcome the latency of addiction pathology and increase the rate of cases in which persons with addiction disorders and risk group individuals do seek medical care for their addictions – this involves boosting its attractiveness and accessibility; the second one is oriented at increasing the rate of seeking specialized medical care by means of developing the combined system of applying social pressure in respect of persons with addiction disorders and risk group individuals.
