Instrumentalities of governance in a multi-ethnic nation-state

In the scheme of a large project of nation-state, the drafters of Indian Constitution appreciated the diversity of the large geographical territory and created an instrument of governance to accommodate the local/regional aspirations within the overall scheme of India. This experiment, particularly in Northeast India, was carried out with considerable success in last six decades, which made the concept of India a reality. In this chapter, the author duo studies Bodoland Territorial Council (BTC) of Assam as a case in order to understand and articulate the journey and relevance of the instrumentality of governance in the Sixth Scheduled Area. The chapter begins with tracing the historical journey that captures the aspirations of Bodo community in the state of Assam and how their aspirations became part of the idea of India. It further explores the relationship of the Bodo community with the state and whether the community found manoeuvring space in the present institutional architecture or if the relationship with the state remained tenuous. The chapter examines whether such a process of governance has taken place or not, what are the consequences and impact of such process. Does this arrangement has lessons for the mechanism of conflict resolutions in a contested terrain? Thus, based on study of the Bodoland Territorial Council, the chapter articulates complexities of governance in the state of Assam.
