An Interdisciplinary Look at Science Policy in an Age of Decreased Funding

One way to describe the science policy of the pre-Socratics is to say that for them the distinction between basic and applied research is nonexistent: all research is both basic and applied in the grand sense of these terms. If someone uses a criterion of excellence which blocks off considerations of human destiny, then the criterion must be faulty. A research proposal should not be judged merely by one&s;s peers, because it is quite unlikely that they know very much about the study of the destiny of mankind. If one is convinced that good research is an intrinsic good and should not be judged on any other grounds than research excellence, the chapter suggests that the only way to proceed in a future of decreased funding is to become openly political. It is immoral for the scientific community to be secretly political because it must be honest in all its affairs.
