The objectives of the Second Phase of the Uttar Pradesh Water Sector Restructuring Project for India are to strengthen the institutional and policy framework for integrated water resources management for the entire State and increase agricultural productivity and water productivity by supporting farmers in targeted irrigation areas. Because of the delays in implementation, the achievement of the PDO indicators as originally defined is no longer realistic. The restructuring proposes to make changes to the Results Framework and retrofit the PDO indicators to the amended financial allocation per component and to the reduced implementation period. The restructuring also proposes to reallocate funds away from subcomponents that have encountered accumulated delays or procedural obstacles for over three years towards subcomponents that have a comparatively higher impact on achieving the PDO. The total amount that will be reallocated is US$42.9 million. As a result of the proposed restructuring, the Project is expected to make good progress and achieve its PDO, maximize project impact and achieve more sustainable outcomes without changing the PDO or the closing date of the Project. On November 12, 2018, DEA sent a letter to the Bank requesting the restructuring of the Project. On March 9, 2019, the Cabinet of Ministers of the GoUP approved the revised counterpart allocation. In the opinion of the team, the PDO will be achievable as measured by the revised PDO indicators.
