CHARTing the Future – An offline data analysis and reporting toolkit to support automated decision-making in flight-operations

This paper will attempt to present a history of the needs within EUMETSET flight operations for spacecraft health monitoring, performance reporting and lifetime assessment of low-earth orbit missions, and how these needs have evolved with the development of various in-house tools and systems.The factors driving the needs and solutions adopted are discussed, including the storage and visualization satellite telemetry in formats closely following their on-board acquisition, processing and transmission as possible.The advantages and limitations of delegating all possible tasks to 'software capable' engineers in the flight control teams are also discussed.The paper gives some examples of how powerful, interconnected satellite and ground data sets can be leveraged for performance and lifetime reporting and analysis, and some ideas on how these features could be used in the future for both existing and development-phase missions.
