The first search for double charged charmoniumlike state production in $\mathrm{\ensuremath{\Upsilon}}(1S)$ and $\mathrm{\ensuremath{\Upsilon}}(2S)$ decays and in ${e}^{+}{e}^{\ensuremath{-}}$ annihilation at $\sqrt{s}=10.52$, 10.58, and 10.867 GeV is conducted using data collected with the Belle detector at the KEKB asymmetric energy electron-positron collider. No significant signals are observed in any of the studied modes, and the 90% credibility level upper limits on their product branching fractions in $\mathrm{\ensuremath{\Upsilon}}(1S)$ and $\mathrm{\ensuremath{\Upsilon}}(2S)$ decays [$\mathcal{B}(\mathrm{\ensuremath{\Upsilon}}(1S,2S)\ensuremath{\rightarrow}{Z}_{c}^{+}{Z}_{c}^{(\ensuremath{'})\ensuremath{-}})\ifmmode\times\else\texttimes\fi{}\mathcal{B}({Z}_{c}^{+}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{+}+c\overline{c})$ ($c\overline{c}=J/\ensuremath{\psi}$, ${\ensuremath{\chi}}_{c1}(1P)$, $\ensuremath{\psi}(2S)$)] and the product of Born cross section and branching fraction for ${e}^{+}{e}^{\ensuremath{-}}\ensuremath{\rightarrow}{Z}_{c}^{+}{Z}_{c}^{(\ensuremath{'})\ensuremath{-}}$ ($\ensuremath{\sigma}({e}^{+}{e}^{\ensuremath{-}}\ensuremath{\rightarrow}{Z}_{c}^{+}{Z}_{c}^{(\ensuremath{'})\ensuremath{-}})\ifmmode\times\else\texttimes\fi{}\mathcal{B}({Z}_{c}^{+}\ensuremath{\rightarrow}{\ensuremath{\pi}}^{+}+c\overline{c})$) at $\sqrt{s}=10.52$, 10.58, and 10.867 GeV are determined. Here, ${Z}_{c}$ refers to the ${Z}_{c}(3900)$ and ${Z}_{c}(4200)$ observed in the $\ensuremath{\pi}J/\ensuremath{\psi}$ final state, the ${Z}_{c1}(4050)$ and ${Z}_{c2}(4250)$ in the $\ensuremath{\pi}{\ensuremath{\chi}}_{c1}(1P)$ final state, and the ${Z}_{c}(4050)$ and ${Z}_{c}(4430)$ in the $\ensuremath{\pi}\ensuremath{\psi}(2S)$ final state.
