We report a study of the decay ${D}^{0}\ensuremath{\rightarrow}{K}_{S}^{0}{K}_{S}^{0}$ using $921\text{ }\text{ }{\mathrm{fb}}^{\ensuremath{-}1}$ of data collected at or near the $\mathrm{\ensuremath{\Upsilon}}(4S)$ and $\mathrm{\ensuremath{\Upsilon}}(5S)$ resonances with the Belle detector at the KEKB asymmetric energy ${e}^{+}{e}^{\ensuremath{-}}$ collider. The measured time-integrated $CP$ asymmetry is ${A}_{CP}({D}^{0}\ensuremath{\rightarrow}{K}_{S}^{0}{K}_{S}^{0})=(\ensuremath{-}0.02\ifmmode\pm\else\textpm\fi{}1.53\ifmmode\pm\else\textpm\fi{}0.02\ifmmode\pm\else\textpm\fi{}0.17)%$, and the branching fraction is $\mathcal{B}({D}^{0}\ensuremath{\rightarrow}{K}_{S}^{0}{K}_{S}^{0})=(1.321\ifmmode\pm\else\textpm\fi{}0.023\ifmmode\pm\else\textpm\fi{}0.036\ifmmode\pm\else\textpm\fi{}0.044)\ifmmode\times\else\texttimes\fi{}{10}^{\ensuremath{-}4}$, where the first uncertainty is statistical, the second is systematic, and the third is due to the normalization mode (${D}^{0}\ensuremath{\rightarrow}{K}_{S}^{0}{\ensuremath{\pi}}^{0}$). These results are significantly more precise than previous measurements available for this mode. The ${A}_{CP}$ measurement is consistent with the standard model expectation.
