Improving Living Conditions to Grow, Learn, Participate, and Earn

Stresses that while access to adequate living conditions remains critical to attaining equality of opportunities for marginalized Roma in Central and Eastern Europe (CEE), the vast majority of Roma in the five new member CEE countries continue to live in very poor conditions, lacking (1) access to basic community services; (2) a safe location; (3) accessible and well-connected communities; (4) access to adequate housing; (5) spatial integration; and (6) tenure security. The wide diversity of Roma communities requires tailored solutions to respond to the unique combination of gaps each community faces, with interventions based on an adequate assessment of the community’s specific needs and with the active involvement of the community. Available funding should prove flexible and customizable, instead of prescribing one-size-fits-all solutions across a country or region. Interventions often require integrated activities, which should address both supply- and demand-side bottlenecks (both service providers’ and users’ bottlenecks) in order to ensure sustainability.
