The importance of savings as a catalyst in the economic development of less developed countries (LDCs) is widely recognized by development economists (e.g., McKinnon 1973; Shaw 1973). While other ingredients might be equally important (e.g., education, economic attitudes, resource management), sustained economic development is general ly believed to be difficult to maintain without savings. Considerable literature attention has therefore focused on how savings could be mobilized in LDCs to aid economic development (e.g., Adams 1978; Gurley and Shaw 1967; Mauri 1977).
