Among migrants to Finland, there are physicians who have taken their degree in countries outside the European Economic Area, half of them in Russia. In Finland, they have to pass examinations decreed by the National Supervisory Authority for Welfare and Health (Valvira) before they can get work permits and licences. The purpose of the study was to examine the physicians’ reasons for coming to Finland, their current employment, and their plans for the future concerning career and staying in Finland.The participants of the licencing examinations during 1994–2008 (n=656) were sent a questionnaire in 2009. The questionnaire was returned by 344 physicians (52%). The paper included questions covering their background, licencing exams, employment, values and opinions. Most often the reason for coming to Finland was spouse or family. Career development, better pay, and the circumstances in the home country were other reasons. Almost half of the respondents did not know any Finnish or Swedish at start. Two thirds of the respondents were working in health centres or municipal hospitals, and only 3% were unemployed. About 6% had reached leading positions. More than 90% of the physicians intended to stay in Finland.
