Using $586\text{ }\text{ }{\mathrm{pb}}^{\ensuremath{-}1}$ of ${e}^{+}{e}^{\ensuremath{-}}$ collision data acquired at $\sqrt{s}=4.170\text{ }\text{ }\mathrm{GeV}$ with the CLEO-c detector at the Cornell Electron Storage Ring, we report the first observation of ${D}_{s}^{*+}\ensuremath{\rightarrow}{D}_{s}^{+}{e}^{+}{e}^{\ensuremath{-}}$ with a significance of $5.3\ensuremath{\sigma}$. The ratio of branching fractions $\mathcal{B}({D}_{s}^{*+}\ensuremath{\rightarrow}{D}_{s}^{+}{e}^{+}{e}^{\ensuremath{-}})/\mathcal{B}({D}_{s}^{*+}\ensuremath{\rightarrow}{D}_{s}^{+}\ensuremath{\gamma})$ is measured to be $[{0.72}_{\ensuremath{-}0.13}^{+0.15}(\mathrm{stat})\ifmmode\pm\else\textpm\fi{}0.10(\mathrm{syst})]%$, which is consistent with theoretical expectations.
