Improved communication among men is a fundamental condition for human progress and universal peace. Following national independence, our young nations of Africa need most urgently, of course, economic and social development in order to improve the living conditions of our masses. Political independence must not be an end in itself: it must merely be the means of giving our people better food, better housing, better health, and decent training and education for the rising generations. From the beginning, we have understood that to achieve all this, we would first have to build and put into operation a complete network of all communication media roads, telecommunication, radio, films, educational television as well as provide lectures by rural extension agents and technical assistance experts. All of that for education, because without education it is impossible to meet our most pressing needs in economic and social development. Universal primary instruction on all levels of the population, even to the most remote village in the bush (the basic social unit of the country), proves to be the indispensable tool without which no economic development or social progress is possible. The task is immense. Imagine that onethird of Senegal's national budget is allocated to primary education alone, and that in spite of this great sacrifice, outside the large cities, in the rural areas where ninety percent of our population lives, we are able to offer such education to only one-third of the children. Until our rural masses all have received the rudiments of primary education, it is certain that no means of communication -
