Using data collected with the CLEO II detector at the Cornell Electron Storage Ring, we determine the ratio ${R}_{\mathrm{chrg}}$ for the mean charged multiplicity observed in $\ensuremath{\Upsilon}(1S)\ensuremath{\rightarrow}\mathrm{gg}\ensuremath{\gamma}$ events, $〈{n}_{\mathrm{gluon}}^{\ifmmode\pm\else\textpm\fi{}}〉$, to the mean charged multiplicity observed in ${e}^{+}{e}^{\ensuremath{-}}\ensuremath{\rightarrow}q\overline{q}\ensuremath{\gamma}$ events, $〈{n}_{\mathrm{quark}}^{\ifmmode\pm\else\textpm\fi{}}〉$. We find ${R}_{\mathrm{chrg}}\ensuremath{\equiv}〈{n}_{\mathrm{gluon}}^{\ifmmode\pm\else\textpm\fi{}}〉/〈{n}_{\mathrm{quark}}^{\ifmmode\pm\else\textpm\fi{}}〉=1.04$ …
